Meet the Team. We Never Stop Talking Water!
Located in Bangor, Maine our team operates small water systems, provides project management, environmental planning and engineering services. We strives to provide to bring resources and regulatory knowledge to each of the public water systems we serve. We can offer our management and operational experience in government compliance, project management and contracting. We strive to help communities and small systems be effective in the areas of cost control, technology choices, and regulatory responsibilities. We are a certified to operate public water systems up to a grade IV in both treatment and distribution.
Kathy Rodgers - General Manager
You can always catch Kathy via email or phone to talk about your needs. Kathy is an expert on the administrative side of things. If you need an upgrade to your system give her a call. Kathy is very knowledgeable about project development and management. Kathy works with an extensive network of engineers, treatment installers, professional service providers, and project funders to help small system achieve compliance or meet their upgrade goals. Kathy has helped small water and wastewater systems leverage tens of millions in project funding across New England. She is experienced in USDA-RD, BIA, State Revolving Loan Funds, CDBG, and NBRC applications. She is not afraid to tackle other funding sources as well! Kathy earned a B.S. in Chemistry and a Masters in Business Administration from Southern Illinois University - Carbondale, and holds Class I water treatment and distribution licenses in Maine, New Hampshire, and Rhode Island. Tim Hicks - Operations Manager
Tim Hicks is our Operations Manager. Tim has been in the drinking water industry since 1997 and has been both a distribution system and treatment operator for both large and small systems. Most likely you'll see Tim out and about collecting samples and managing the day to day operations. Tim is the liaison between our clients, Maine Drinking Water Program, laboratory, and other stakeholders with the public water systems that we operate. Tim holds Class II drinking water and distribution license in Maine, New Hampshire, and Rhode Island. Tim has 24 years of experience in water and wastewater operations. Tim prides himself on exceptional customer service.

Donald Schwartz - Environmental Planner
Donald Schwartz works as our Environmental Planner. Don has had an extensive career in the environmental sector spanning from research, laboratory management, county planning, regulatory, non profit management, and consulting firms. Don is experienced in managing drinking water and wastewater projects for municipal clients. He led the way in county wide planning on land development, transportation, environmental protection, agricultural land preservation and hazard mitigation. Now Don work with us in preparing environmental reports, planning documents and grant applications in support of water and wastewater project development. Don earned a B.S. in Natural Resources form Cornell University with a concentration in Aquatic Biology and Chemistry and a Masters of Science in Zoology from Oklahoma State University. Jon Earle, P.E.
Jon Earle, P.E.
Jon is a professional engineer with over 20 years of drinking water experience. He was previously worked for Maine Water and the Portland Water District in leadership roles in both operations and engineering. Jon’s specific experience has focused on distribution system replacement, storage tank rehabilitation and replacement, and pump stations. Jon earned a B.S. in Civil and Environmental Engineering from the University of Maine and is a licensed professional engineer in the State of Maine.
